Tell Congress: Stop the Rollback of Ocean Protections

Congress is considering legislation that would gut critical safeguards for endangered wildlife, fragile habitats, and clean water. The legislation would also lock in destructive offshore drilling and ocean mining projects that threaten our coastlines and our communities.

If passed, it would significantly roll back ocean and wildlife protections, opening the door to more offshore oil and gas drilling, more pollution, and greater threats to marine life.

As your constituent, I am writing in opposition to the Bipartisan American Affordability and Jobs Act of 2026 (H.R. 2347 and its Senate companion, S. 5653). This bill is packed with provisions that would hurt our oceans by locking in offshore oil and gas projects, removing key environmental protections, and weakening bedrock laws like the Endangered Species Act (ESA). I urge you to vote NO on the Bipartisan American Affordability and Jobs Act of 2026.

The bill would significantly weaken the ESA, the law that protects endangered and threatened species like leatherback sea turtles, humpback whales, and sea otters. The bill includes language that would limit how federal wildlife agencies use scientific evidence, accelerating review timelines, shifting federal oversight to individual states, and making it harder to challenge decisions that harm wildlife in court. The changes to the ESA would be especially harmful to species that have small populations and limited data, including the critically endangered North Atlantic right whale and other marine animals.

If passed, this bill would make it harder to protect our oceans from threats like offshore oil and gas drilling, deep-sea mining, and other emerging threats while undermining core environmental laws. The bill would set us on a dangerous path that locks in hastily approved offshore drilling and mining projects and establishes a baseline of permit approvals favoring offshore drilling and other fossil fuels, all the while stripping away the safeguards needed to keep our ocean and coastal communities safe and healthy.

The proposed changes to the National Environmental Policy Act (NEPA) would reduce environmental review requirements, limit public oversight, and make legal challenges for failure to comply with NEPA meaningless.

As currently written, this bill would cause devastating impacts on our oceans and ocean wildlife. It would put communities, fisheries and coastal economies at more risk of oil spills and other damaging projects with little to no ability to reverse course once approved. Please vote NO on the Bipartisan American Affordability and Jobs Act of 2026.
